Final step on migration to discourse

Description ¶
During 2024 many lists were migrated to discourse. The lists were kept with the emergency moderation bit on so no message can reach them.
Enough time has passed for subscribers to register to discourse.
The following is a list the original ticket and the mailing lists that need to be deleted.

Tasks:
https://lists.osgeo.org/mailman/admin/LISTNAME/?VARHELP=general/goodbye_msgwith a suitable message about the un-subscription- Do some administrative work on held messages if any.
- Were subscribers invited? if not send invitation.
- Add to the top of the lists list.
- Delete the list
Note there is no forwarding from mail from lists to mail on discourse

I am in the process of deleting migrated mailing lists to discourse.
The old mailman mailing list on ticket #3201 was not mentioned at all. Therefore no mirror, and no migration of old messages happened.
By inspection of the [archives](https://lists.osgeo.org/pipermail/lizmap/) there has been no message since December 2024.
Can the lizmap list be also removed?
