Move SoC mailing list to discourse

Hello SAC,

The SoC mailing list is very old (~10+ years), hence we want to migrate it Discourse where we can have fine-grained security on who can See / Reply / Create posts. Thanks Vicky for the discussion on this.

This is a request to move the SoC mailing list(1) to discourse. It is not required to migrate the old posts, we can start fresh.

Need to create 2 groups, and respective categories:

1. OSGeo-GSoC: For Google Summer of Code accepted students. Me, Rajat and Rahul will be managing this and adding members (students/mentors). Anyone can See / Reply, but only members can Create posts. Members are free to leave.

2. OSGeo-SoC: For any general queries, anyone can See / Reply / Create or join / leave this group freely.

For the OSGeo-SoC There is no need to add a category, we can use the "everyone" can see,reply.create

For the mail, to keep it similar as the mailing list: soc@…
