Mirror qgis-pt mailing list to discourse

1. Set category to SysAdmin/Discourse

I guess it would be under QGIS category, just like qgis-fr or qgis-it

2. If it has an existing mailman mailing list (if you want the data ported over)

It would be nice if we could port all existing messages to discourse to work as an archive.

3. If you want to mirror for a bit (or just go straight). Most have chosen go straight

I would say, go straight to it, but it would be nice if I could send a message to everyone using the old mailing list, just before making the transition, allowing people to register on discourse.
