please readd projects.h to libproj-dev

The file projects.h is needed by (among others) saga gis.

I'd propose to add the file at least until the new versions of the projects in ubuntugis (in this case saga) have a workaround.

I can update this myself if nobody objects.

I'm fixing this myself. Just uploaded to quantal. If that works fine I'll upload the others.

Updated packages are uploaded. Saga builds fine now. Should also fix problems for people running qgis 2.0.1 and saga together.

Sorry for the noise on precise. I should have tested better before uploading ...
