Error loading qgis-dev - Could not load qgis_app.dll (hdf5 needed but not installed)

Description
After installing qgis-dev 3.17.0-11 on Windows 10 from scratch via OSGeo4W network installer the following error appears trying to launch QGIS:
Error loading QGIS Oops, looks like an error loading QGIS
Details: Could not load qgis_app.dll Windows Error: Impossibile trovare il modulo specificato.
Help: Check C:\OSGeo4W64_3\bin\qgis-bin.env for correct environment paths”
It seems that the package hdf5 was not automatically installed, while HDF5_HL.DLL and HDF5.DLL are needed by NETCDF.DLL that is needed by GDAL303.DLL.
In fact, installing the package hdf5 package fixes the issue and QGIS can be launched.
The hdf5 package is not among the packages which neither netcdf nor gdal-dev depends on.
