qgis-dev has a dependency on python3-gdal rather than python3-gdal-dev

Description
Even if selecting python3-gdal-dev and gdal-dev, the installer still recommends and by default will also install gdal and python3-gdal, which may conflict and cause QGIS not to use the gdal-dev by default?

qgis-dev depended on both, but activates gdal-dev-py3-env.bat.
