New OSGeo users are unable to edit the wiki pages

Description

The Google Summer of Code students have created their new OSGeo User ID. But, they cannot edit the Wiki page: ​https://wiki.osgeo.org/wiki/Google_Summer_of_Code_2023_Accepted

OSGeo usernames of some of the students: Squarege, Abhinj, Filippofinke

Looks like there is some issue with User Groups.

E.g. for one of the students, the User Group says "Member of: Accounts in progress of converting" (​https://wiki.osgeo.org/w/index.php?title=Special%3AUserRights&user=Squarege). It should be this instead: "Member of: Accounts that have been merged".

Those are new users, they never had an account on the wiki before, but they are treated as if they had one, and a merge has to be done.

The attached image supplied by a has an "internal server" error. So, something might be happening for first time new users logging into the wiki.

I'll try to revisit this issue. It might be partly to do with my wiki upgrade, where this error even comes up if I try to upgrade higher than mediawiki 1.37.
