OSGeo website Sponsors at the bottom should move so we can see all

I am not fond of having movement (vey distracting), but fading between logos could be good?

Note ​https://www.ogc.org is another example, that moves fast (to change what is listed, and then stays put for a bit).

I would prefer to close this ticket and focus on #2561, fading in and out without movement would be acceptable.
