Drop openlayers trac instance (environment and database)

Description

The openlayers trac instance is not in use anymore, but still has a trac environment and a *local* sqlite database.

Most recent ticket is from 3 years ago.

I'm cleaning things up as per #1854

Thank you. I'd setup a permanent redirect from any trac/openlayers url to ​http://openlayers.org/ but if you had any other mapping in mind let me know.

For example, I see some requests to ​https://trac.osgeo.org/openlayers/wiki/AvailableWMSServices coming from Google responses, did you move that page somewhere else ?
