Remove local trac database backups

Description
There are database dumps inside the db/ directory of some trac instances. Those backups look like leftovers from old backup/restore. We have a daily backup procedure so those are not needed. This ticket is to clean them up. See https://lists.osgeo.org/pipermail/sac/2017-January/007851.html for more details.
And see #1845 for general trac backup strategy.

For the record: as I've just upgraded trac (#1816) I can see that the backup files are dropped in the db/ directory as part of a {{trac-admin <env> upgrade}}} call, when the database really needs to be upgraded.
So, reopening to cleanup the new backups once the upgrade is confirmed to work fine (I've taken other backups anyway)

Local database backups removed again. Still left is the openlayers database but that's not a backup, rather the *real* in-use spatialite db which should be removed once redirects are in place (see #1855)
All done, the only populated db/ directory is now the openlayers one, see #1855 for that one.
