Improving XLink and subtemplate support

Overview
XLink support in GeoNetwork is rudimentary. Essentially the user can:
- split a metadata record into subtemplates that are linked into a record
- add any subtemplate to a metadata record in the editor
- edit directories of subtemplates in Administration>Directories
This proposal will add:
- a function to show and navigate to all records that link in a subtemplate in the Administration>Directories interface
- a function to add subtemplates to the Administration>Directories interface
