gast 'metadata sync' and '115 to 139' functions to move to geonetwork servlet - system admin page?

Description
We already have a full metadata reindex operation in GeoNetwork system admin page and a massive xslt operation (no interface at present) - these could do what the gast functions do.
The presence of these functions in gast is confusing and with the addition of xlink'd fragments they are no longer safe to do with the GeoNetwork servlet down.
