A Google layer can not be set as a default background

Description
Setting the status of a Google Layer to "on" in the map-source so it will be turned on by default will cause GeoMoose to not fully read mapbook.xml.

Was able to test this with latest code in trunk and it seems to have got fixed along the way. We are closing it for now. If anyone still sees the issue please re-open and provide details.
