Remove "Choose a Download Source" page

The "Choose a Download Source" page gives users the options to:
- install from internet
- download without installing
- install from local directory
I think these options are confusing to the typical windows user. The user just wants the installer to work: install the packages locally.

Per the report from Matt Wilkie, the download source question still seems to get asked the first time through. It is only skipped if it has been answered at least once in a previous session.
I have confirmed this by completely wiping C:\OSGeo4W and reinstalling from scratch.

I have corrected the express install so there is no need to select "download.osgeo.org" the first time through. r1078
It is my intention that this dialog would continue to exist, but would be only available in Advanced mode. Amoung other things this may necessary for implementation of an OSGeo4W CD/DVD. So, I would like to close this as "wontfix".
