...has the sos:Contents tag spelled wrong (ie: currently "sos:Content", so it needs an 's' )... And, the coordinates for the offering need to be swapped ... (ie: long lat needs to be lat long)

Fixed in r7197. As for the coordinate order issue, this appears to be a larger issue with GML3 and CRS definitions/access order, so I will open in another ticket as this affects more than just SOS.
