Disable type-in scale when tiled layers present?

Description
When using tiled layers, type-in scale does not produce meaningful results.
Perhaps this feature should be disabled when tiled layers are present?

Modified code to zoom to the closest fixed scale for tiled maps, and to update the display in the status bar immediately. Consulted the originator of this ticket, who was happy with this solution.
