Updating Site Name disables services and locks out settings in Web Admin

Description
1) Open Web Admin and revise the Description for the site and save 2) Then attempt to Configure Services and notice the sections for Feature and Tile Service are disabled and locked out.
Opening the serverconfig.ini shows the values for several services have been set to 0.
