Overhaul MgCooker UI

Description

The current MgCooker UI has several problems:

  • The UI bleeds global and map-specific tiling settings and it is not clear which is global and which is map-specific.
  • The default tile generation method is flawed (#1801, #1999). The official method should be the only method available.

Cannot do much about the global/map-specific settings. To make this work properly pretty much requires a full rewrite of MgCooker. Better be safe to just optimize for the common use-case (tiling a single map).
