Refine tile generation algorithm in MgCooker

Description

Inspecting the tile cache directory that is pre-generated by MgCooker reveals lots of blank tiles being generated.

The only conclusion from that is that the tile generation algorithm needs refinement to ensure out-of-bounds tile requests are not being made
