Drag and drop Layers into Group doesn't work initially

While working in the Map Editor, create a group and then drag a Layer from the Site Explorer into the group. The layer will end up in the root, not the folder. From there, though, you can drag it into the folder (from within the Map Editor). It just doesn't work the first time from the Site Explorer to the Map Editor.

Cannot reproduce. Probably fixed as a result of post 3.1 work
