enable owsproxy to handle wms layer legends

Description
At the moment the owsproxy module handles the requests getcapabilities, getfeatureinfo and getmap. It can not handle getLegendGraphic, thus the legend for a secured wms cannot be retrieved - unless e.g. the legendurls are served statically and are therefore not secured.
