Hi Tim
To download new Python plugins you have to change the row 105 of the dialog.py file present in C:\Programmi\Quantum GIS\python\plugins\plugin_installer directory with the following string:
plugindir = str(QgsApplication.applicationDirPath()) + "/python/plugins"
