Gibberish in file names after splitting layer

Description

  1. Open file (see attachment);
  2. Vector - Data Management Tools - Split vector layer;
  3. Choose field "FO";

After splitting finished file names contains gibberish, for example: OGRGeoJSON_FOÄàëüíåâîñòî÷íûé.dbf, but *.qpj files look fine.
