View menu items doesn't work

Description

Any items of View menu doesn't work (see attachment). I guess that 'Tile scale slider' the same as 'Panels'->'Tile scale' and 'Live GPS tracking' the same as 'Panels'->'Track GPS location'.

the way they work is, when you click on them, they appear in the panels, but are switched off, not very intuitive

oh wait wait wait, corrections

a) they do show up b) if I restart QGIS they are already in panels and I don't really know how to remove
