Incosistent behavior of 'Toggle editing' button

Description

There is inconsistency in 'Toggle editing' button in 'digitizing toolbar' and 'attribute table' in this case:

  1. Load some layer and press 'Toggle editing' button in 'digitizing toolbar'.
  2. Open 'attribute table'. 'Toggle editing' button in 'attribute table' is off, however it should be pressed/on.
