add WMS tile caching support

Description

WMS_Tile_Caching[1] has been defined within OSGeo, with a WMS_Tiling_Client_Recommendation[2]. It would be good to add WMS Tiling Cache support to QGIS, in order to allow the loading of this kind of layers (WMS-Cache). A similar effort has been undertaken for gvSIG[3].
