woodie skip doc build is not working correctly

Description
woodie skipped a doc build on a weblate commit. That commit was to files in doc folder.

This should have now be fixed by [0326a711a33a2ff3a60630537326f8c2ce09616e/git]

Okay I did another test changing a file in root of docs, and that does make it build as seen here:
https://woodie.osgeo.org/postgis/postgis/build/11/6
So it seems the wehn clause you have is not set to search subfolders. Will only trigger if changes happen in main doc folder.
