raster garden test not testing all raster functions

Description

I was trying to figure out why non of the null issues we are having with raster were picked up.

Turns out the garden test is skipping over a lot of functions like ST_Union. Also don't have a NULL raster garden variety defined.

In 3e63713/git:

Drop sect2 for ref entries in raster, preventing testing, also get rid of nested reffunsynopsis in ST_Union. Add more logging to xslt. References #4780 for PostGIS 3.1

This change did fix so it is testing these now.
