No, this depends only on GEOS 3.6. I proposed a PostGIS implementation nearly four years ago.

I might have found fundings for this, would target 2.5.0. If the PR doesn't have known problems it could be reopened (do you have rights to reopen?) - I think Komzpa's bot is overzealous
