travis is failing

Description

Travis is failing. Might have been happening for some time.

It also might be a bug in our dumprestore test since I don't think any other bots do that test.

TMPDIR is /tmp/pgis_reg

Database postgis_reg already exists.

Drop it, or run with the --nocreate flag to use it.
