Trac doesn't manage accounts. We use the accounts from OSGeo.

That is very pleasant to know. Except zero users will ever be able to figure that out. There I recommend mentioning it on https://trac.osgeo.org/postgis/prefs . Thank you.

No. But I note there it says Only authenticated (logged in) users can submit and edit tickets, though anyone can view. Use your OSGeo userid/password to login. Which might be a good idea for the front page of https://trac.osgeo.org/postgis/ too!

Front page is a wiki page, you should be also able to edit it, want to give it a try ?
