Use versioned symbols in liblwgeom

Description
Doing so would avoid the problem of loading multiple incompatible liblwgeom version in the same executable (not so unlikely if liblwgeom starts being linked dynamically by any postgresql module, for example, including different PostGIS versions).

Do we care about this anymore now that liblwgeom used by otherws has been spun off?
