Description

In the 2.1.3 tarball, the following generated Makefiles exist. (Generated makefiles should be shipped or checked in.)

The distribution script is make_dist.sh, it runs "make distclean" at the end, so the bug (if confirmed as being a bug) is in the "distclean" rule.
