postgis_tiger_geocoder extension files not being installed

Description
Just noticed this and I guess I haven't before since I copy the genrated extension files from extension folder into my packaging. But the postgis_tiger_geocoder extension fiiles aren't being installed like the other extensions we have and it should now that it is packaged as an extension.
Hope to have this resolved this weekend.

This was because of the renaming of PG_CONFIG. Wasn't fixed in extension script for tiger geocoder. I think my fix at r11375 fixed this.
