related ticket #2154
right now we no longer upload release tar balls to postgis.org and have them go to osgeo now. Debbie still uploads SVN tar balls to postgis.org and should switch to also go to:
http://download.osgeo.org/postgis/source
This will make changing the doc links more uniform replace.
Hope to get this this weekend.

I decided not to do this because it will just clutter the download.osgeo.org folder and just cause a lot of network upload waste so instead all branch and trunk tar balls will be housed on http://postgis.net/stuff and tagged will be uploaded to download.osgeo.org
