possibility to change keyboard layout on welcome screen

Description
currently only the ui language is selectable but that still leaves the user with an u.s. american keyboard layout. a possibility to (auto)switch that would be preferable. e.g. select german ui -> switch keyboard to german as well. as it stands now we different layout users have to switch keyboard layout in desktop after each boot.
