Update PyQtWebEngine to latest release

Version: Keywords: version in Osgeo4W is 5.15.5. The latest release is 5.15.6.

In order to use QtWebEngine in QGIS with python, only the following versions of PyQtWebEngine will work:

PyQt5-WebEngine >= 5.15.6 PyQt6-WebEngine >= 6.2-maint

Any version below that will throw an error when initialized.

Which 5.15.6 does to. QGIS master doesn't define Qt.AA_ShareOpenGLContexts
