Which package introduces this?

qgis (qgis, qgis-ltr, qgis-rel) packages introduce error with crssync.exe (this file is in OSGeo4W64/apps/qgis/crssync.exe). However this error seems to appear only after trying to install all Libs.

Probably not - some other DLL did - GDAL is probably broken too (<wildguess>maybe from gvsig?</wildguess>)

I think I have solved my problem. I reinstalled Python and this time I checked to add it to system variables. To check if it works try to call 'pip' command in command line.

Translation of the first error would be:
crssync.exe - entry point not found. jpeg_abort_compress entry point was not found in library: C:\OSGEO4~2\bin\gdal200.dll
