I'm also quoting #292 here.
It all started here (full report) http://hub.qgis.org/issues/9776
It looks like: http://www.gdal.org/frmt_pdf.html
is not build correctly for full georeferenced pdf support on windows. Please fix this if possible (missing pdf libs?). Thank you!

applications like qgis shows PDF as possible input format, but then fail to open them. Not sure if this can't be fixed in osgeo4w, gdal binaries from here http://www.gisinternals.com/sdk/ are able to read geopdf.
