I propose that SAC tickets default to being assigned to sac@….

Change applied, and mailing list modified to accept trac emails.

It seems trac is sending the email with "To: undisclosed-recipients" and Mailman is holding it for moderation due to the implicit destinations.

Still need to fix this!

I have disabled the mailman "require_explicit_destination" flag for the SAC list, and hopefully this will fix the problem.
