Wiki internal error uploading a file

Description
When I try to upload a file I get this message
Internal error Could not rename file "/tmp/phpx4hJn7" to "public/0/07/Bacia-osgeo-es-v2.png".

I've tried several times with different formats.

Please describe the uploading process a bit more detailed. Apparently the mentioned "public" directory doesn't exist, but I'm uncertain wether to declare this as a bug or a feature.

BTW, at least in general the image upload feature obviously _is_ functional somehow, just see this one, which has been added recently: http://wiki.osgeo.org/wiki/File:FOSS4G_2011_coplate.jpg

I tried again and it worked but changing the name of the original file. It seems that it has some troubles when you try to upload a file with the same name of an existing one.
So, I've succesfully uploaded a new image but when I tried to upload a new version of the file I get this error
Warning: mkdir(): Permission denied in <b>/var/www/mediawiki-1.15.2/includes/GlobalFunctions.php on line 2012
Should I close this ticket? Well my "bug" is resolved but others can get into this.

This was based on old wiki instance. No longer relevant.
Today I've tried again to upload an image to the OSGeo wiki and run on this error I attached three months ago.
It's just me or this is a general problem?
