svn commits of config files on osgeo1 failing

I am seeing:

[root@osgeo1 auth]# pwd
/var/www/cgi-bin/auth
[root@osgeo1 auth]# svn commit -m "authz update is now remote" ldap_group.py
svn: Commit failed (details follow):
svn: Unrecognized URL scheme for 'http://svn.osgeo.org/osgeoconfig/cgi-bin/auth'

This seems to be due to the svn build on osgeo1 lacking http which makes it hard to keep the config files up to date in svn.
