VM on osgeo4 for GeoNetwork opensource

Description
The GeoNetwork developers would like to have a new server to host the GeoNetwork user website and documentation. The server will also be used for automatic builds and possibly more project specific requirements. We would like the server to be available as geonetwork.osgeo.org and will later update our DNS entry for geonetwork-opensource.org to also point to this server. Several reasons exist for this request. Among others is the dependency on the current hardware that has been failing, the need to consolidate the User website, user and developer documentation and build processes.

Clarification: the website and documentation are welcome on the projects vm. The automatic builds needs to occur on the buildbots(blades) at telascience. If you need access to those machines and don't already have it or aren't sure where to setup your build environment a new ticket would be good for that component.
That said, the projects vm is under way, we're just working out the permissions and standard practices to ensure projects don't step on each other.

Please let me or SAC members know if there are specific questions. Please document services setup on the ProjectsVM with a link off the ProjectsVM wiki page.
The right place to put this is the 'projects' vm, which we are currently having set up. Will update this ticket when the projects vm is set up.
