GDAL16 packages are missing 'ini' folder

- gdal16 packages are missing the 'ini' folder
- gdal15 packages contain the 'ini' folder
- ini folder contains gdal.bat, so if 'ini' folder is missing then the OSGeo4W shell icon on the desktop will not find GDAL
Was this left out for a reason? (structure change on purpose?)

Ok. Here is the problem explained more:
- the 'mapserver56' package requires 'gdal16'
- new users add 'mapserver56' through the installer, but then they do not have access to gdal/ogr utilities (because 'gdal16' was installed, which does not have the etc/ini folder)
Are you saying that the MapServer package should not require gdal16, but instead require the gdal15 package?

I think this usability should be addressed for our osgeo 'reboot' release.

The gdal (1.5) package is the default system gdal.
The gdal16 is only enabled when gdal16.bat (from the bin directory) is run. So we deliberately do not want gdal16 as part of the default environment. Hence no ini files.
