Increase download file size limit

Description
It seems there is a file size download limit on http://download.osgeo.org.
The following file http://download.osgeo.org/livedvd/Arramagong_GISVM_FOSS4G2009_alpha1.7z returns a 403, "Forbidden" error message. It is 2.3 Gig.
Smaller files, can be downloaded, and they have the same file permissions. Eg: http://download.osgeo.org/livedvd/Arramagong-Live-v0.11.iso which is 1.9 Gig.
Can we please increase the max file size to 3Gig.

I am not aware of a configuration file setting with regard to this. I suspect it is a limitation of our somewhat antique apache version hitting the 2GB limit for 32bit file io.
I don't know what to do.

I guess this is the issue (2GB limit): https://issues.apache.org/bugzilla/show_bug.cgi?id=28898
A patch was committed for Apache 2.1.

Ricardo has identified a way to compress the VMWare image will bring the current image back under 2 Gig. So for the moment, it looks like we won't need a fix for this.

What are we going to do about the iso files that will soon be put up on the server? For now I'm going to test using torrents with a web seed pointing to the online file. Not sure if this will bypass the issue or not.

With the refresh of the server to Debian this is solved.
This is a SAC issue on a Telascience machine.. changing ticket to SAC.
