Change Trac component "SAC" to "Systems Admin"

Description
I'm still getting quite a few tickets that are really not "general" - I suspect it's because the Component=SAC is a meaningless acronym for some of the users. If we could change it to "Systems Admin" I think the tickets would be better filed (rather than waiting for me to discover and reassign them).

Renamed and set as the default.

Can we rename SAC to "Systems Admin" in trac instead. And maybe set it as the default. Many get mistakenly filed as "General".
