Getting errors Unable to check for upgrade of trac.db.api.DatabaseManager when committing to PostGIS

Description
I suspect this might be connection limit for db is still set too low for PostGIS. It happens when gitea tries to post a comment to trac via the webhooks.

I set connection limit to -1 but still go the error so must be something else going on here.
what's odd is why is it even checking for upgrade when all the databases have already been upgraded.
