Request to move OSGeo US mailman list to discourse

Based on the options offered for moving the mailing list I would like to use:
Option 2: Move to discourse completely.
Would it be possible to put the US Local Chapter as a top-level category so we can make use of the two sub-level categories?

At a glance setting that flag seems to work. I'll put that in #3145 as that is really a separate enhancement possibly usable by others, and flipping this one to Vicky to address.
Also @gsteinmon, one thing I'm really confused about.
I feel like the local chapters often do a lot of the planning of things like FOSS4G, FOSS4GNA, and FOSS4GEU. Right now we have a separate category called "Organizing Committees" which is where we are planning on putting these things.
The foss4gna planning we currently have under Organizing Committees -> loc-na
Which feels somewhat redundant with local-chapter-na. I guess it's the loc local thing that annoys me and the fact I feel much of the same people would be in both places.

I have enabled the feature in production #3145, so no need to be in upper level to have a nested level

Had a discussion with Guido about this and given OSGEO US, is a local chapter and not technically an organizing committee and the idea of a Loc NA and a Local US/Na is terribly confusing, we decided to rename Loc NA to FOSS4G NA and did that in our meeting. We haven't done anything with the Local Chapter, but I think we are in agreement that OSGeo US should live under Local Chapter once converted.
Guido please correct me if I misunderstood.

It sounds like they may have enabled this feature, but it requires setting a not so broadcasted variable - SiteSetting.max_category_nesting = 3
I'm going to experiment with this in staging to see if it works. If it does, then I think that is probably a better solution than having US Local Chapter be a top level category.
The issue we have with making too many categories be a top level is that it then becomes cluttered looking unless we hide categories. But then hiding especially public categories I think has it's own issues.
