move geotools.org and docs.geotools.org to osgeo3 from osgeo6

Been working with Torben on this and he's changed jenkins to point to geo-docs on osgeo3.

I have setup a staging.docs.geotools.org to test before the cut over.

I've moved docs.geotools.org to osgeo3. I'll keep the one running on osgeo6 for a couple of days to make sure dns transition is complete.

Still need to move the geotools.org one.

This is complete and just shutoff on osgeo6 sites with: 

a2dissite docs.geotools.org-le-ssl.conf
a2dissite docs.geotools.org.conf
a2dissite geotools.org-le-ssl.conf
a2dissite geotools.org.conf
systemctl reload apache2
git add *geotools*
git commit ...

Both geotools.org, www.geotools.org, and docs.geotools.org have been on geo-docs container on osgeo3 for about a week now.

and updated wiki pages - ​https://wiki.osgeo.org/wiki/Osgeo6#Websites and ​https://wiki.osgeo.org/wiki/SAC_Service_Status#geo-docs to reflect
