osgeo7 nginx has broken config (host not found in upstream "old-adhoc.lxd)

Description
Can't reload nginx on osgeo7-nginx due to the above. The old-adhoc container is stopped, which is why reloading nginx fails (doesn't resolve).
It looks like https://demo.mapserver.org/ is served from that configuration so I'm not sure how that's possible with old-adhoc down.

I brought up the old-adhoc container on osgeo7 to fix this issue, but I've the impression we should be pointing at a *different* container instead ? Note there are other 2 sites enabled that point at old-adhoc: oam.osgeo.org (open areal map) and old.demo.mapserver.org (which is currently down and we could thus just remove)

The configuration was "fixed" by bringing up the old-adhoc container, but I'm not sure what the correct fix would be. Will be discussed in #2678
The VM was shutdown as per #2678
